PowerMTA allows you to set specific limits for domains (e.g., "only send 5,000 emails per hour to Yahoo"). Monitor the conn-measure logs to see if you are hitting these limits. If you are constantly maxing out your configured limits, it might be time to increase your throughput or add more IPs.
