Accessing a external hard drive is typically a "plug-and-play" process where the computer automatically detects the device upon connection. To access your files, connect the drive to a USB port using the provided cable ; once recognized, it will appear as a new drive letter in File Explorer (Windows) or an icon on the Desktop (macOS).
