Australia’s winter is defined by a dramatic north-south split.
This is where the shivering happens. While it rarely gets cold enough to freeze pipes, the cold here is often described as a "wet cold." Houses in Australia are notoriously poorly insulated (a phenomenon jokingly called "The Aussie Icebox"), so the 12°C you see on your phone feels much colder when you are sitting on the couch.
The reality is that Australia is a massive continent—almost the size of the continental USA. And just like you wouldn't expect Minnesota to have the same weather as Miami, you can’t lump Australian winter temperatures into one single bucket.
